Problems to Connect through Terminal Services

Hello,
I have a Windows Server 2003 Enterprise R2 x64 that have a Terminal Services issue.
When all the sessions (2 sessions of the TS + 1 console sessios) are in use, we cannot access the server. Usually, when all the sessions are in use, you're still able to make a TS connection, see the Logon Screen and then the server tells you that all sessions
are in use. If you use the /console switch, you cannot disconnect the Console session neither.
Can someone please help me to fix this issue?

Hello,
i cannot understand the question. If the server is runnig in administration mode this is the default. If more then this amount of persons should logon then you MUST use application mode which also requries a TS licensing server and TS CALs.Best regards
