This server may have corruption in license files... Can you try the following:
[elevated command prompt]
a) Run slmgr.vbs -rilc
b) Install KMS and MAK key using slmgr -ipk.
c) If MAK key try over the phone using the slui 4 command from the run window.
d) slmgr.vbs -ato to activate against KMSDave Guenthner [MSFT] This posting is provided "AS IS" with no warranties, and confers no rights. http://blogs.technet.com/b/davguents_blog

Perhaps permissions have been altered and are too restrictive.
=> Go to "C:\users\default\AppData\Roaming\Microsoft" and give Full permission to Administrators & Everyone (For testing purpose only).
=> Then Go to %windir%\serviceprofiles\networkservice\appdata\roaming\microsoft\softwarelicensing folder
=> Try to add "NT Service\slsvc" with Full Control.
=> Restart SLSVC service.
Then retry steps above.
If fail, do a sfc /scannowDave Guenthner [MSFT] This posting is provided "AS IS" with no warranties, and confers no rights. http://blogs.technet.com/b/davguents_blog

Besides to above posts, I suggest you refer this guide when you do OS activation. This link consists the information about both KMS and MAK activation method.

Sorry to hijack this thread but I am also facing the same exact issue.
I changed the permissions as suggested and tried starting the slsvc service but that didnt work.
I ran sfc /scannow from elevated cmd however, all the OS files were intact and sfc didn't report anything unusual.
The server in question in my case is in production and running a critical application, hence OS re-installation is not a very feasible approach for us.
Anything else can be looked at ?I do not represent the organisation I work for, all the opinions expressed here are my own.

Just an update...
I rebooted the server as it wasn't restarted for a long time. Post reboot, I could start Software Licensing Service successfully and OS got activated again.I do not represent the organisation I work for, all the opinions expressed here are my own.

Can you take a look at:
978305 Error 0xC004E002 during activation for Windows Vista, Windows Server 2008, Windows 7, or Windows Server 2008 R2

There are some steps to reset security and rename token.dat, try that.Dave Guenthner [MSFT] This posting is provided "AS IS" with no warranties, and confers no rights. http://blogs.technet.com/b/davguents_blog
