Windows Server 2008 32-bit
We have an application which will only run on a 32-bit platform, my understanding is that as of Sept 30, it is no longer possible to purchase a newer version of O/S and downgrade to the 32-bit version. Is this correct? Is there any way to still purchase

According to below thread you can use 32-bit applications on 64-Bit systems.So I suggest check the posts of experts in below thread and act accordingly.

Hi Ravikumar,
The application does not work in WoW64 emulation, it needs to be 32-bit. There are DLL files which need to be used and these are compiled for 32-bit systems only.

Download Windows Server 2008 Enterprise(32 Bit) evaluation version, install your application, test it and buy it once your application compatible.

32 Bit is EOS so it is not possible to buy it as far as I am aware.
