Hi cazz46, Avira and other popular Antivirus softwares have got there own application firewall embeded into it. While installing such antivirus, it will disable the Windows firewall and antivirus sofware's firewall will take care of your systems security. If you wish to start your windows firewall, Go to your antivrius settings and disable antivirus programs firewall. Error 0x80070424 occured because the antivrus program may not installled properly during installation. Uninstall that Antivirus and reboot your PC and try to enable your firewall.

I have now uninstalled Avira as it took over quite a bit of my windows applications and blocked a load of stuff, it even invaded my win32 services saying there was a virus on it but in fact it put it on there itself in order for you to pay extra for an upgrade even though id bought the premium version, Avira have refunded me my money but I would never ever reccomend Avira to anyone, I have put a malware byte programme on and a system cleaner on the safe mode and that cleaned and rectified the problem. Thank you to all the suggestions you all gave me but the only advice I can give to anyone is DONT USE AVIRA EVERcarol lee
