'The kernel power manager has initiated a shutdown transition' causes mouse instability

Every 40- 120 minutes the mouse goes crazy and starts randomly clicking then jumps to the left-middle of the screen and stays there clicking away. A check of the event logs shows that the same thing happens every time.

next is the same message 4 times

UserModePowerService event id 12 category 10

Process C:\Windows\System32\atieclxx.exe (process ID:7160) reset policy scheme from {381b4222-f694-41f0-9685-ff5bb260df2e} to {381b4222-f694-41f0-9685-ff5bb260df2e}

Then

A multi-touch device reported inconsistent contact information. event id 264

and

A pointer device has no information about the monitor it is attached to. event id 263

Any idea what's causing this and how do I fix it?

Please provide us with your Event Viewer administrative logs by following these steps: Press the Win key + "R" and type eventvwr>enter Expand Custom Views
Click Administrative Events
Right click Administrative Events
Save all Events in Custom View As...
Save them in a folder where you will remember which folder and save as Errors.evtx
Go to where you saved Errors.evtx
Right click Errors.evtx -> send to -> compressed (zipped) folder
Upload the .zip file to Onedrive or a file sharing service and put a link to it in your next post * If you have updated to win 8.1 and you get the error message "the system cannot find the file specified" it is a known problem.  The work around is to edit the registry.  If you are not comfortable doing this DONT.  If you are, backup the key before you do Press Win+"R" and input regedit
Navigate to: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\WINEVT\Channels. Delete "Microsoft-Windows-DxpTaskRingtone/Analytic"

may I know your PC model? with touchscreen feature?

did you installed any ATI software?

is there any changes recently? install, reinstall, update?

Process C:\Windows\System32\atieclxx.exe (process ID:7160) reset policy scheme from {381b4222-f694-41f0-9685-ff5bb260df2e} to {381b4222-f694-41f0-9685-ff5bb260df2e

I suspected there is software installation which detected by your antivirus as malware and its required restart because the files already quarantine

I suggest perform system restore using restore point

another error maybe related to touchscreen feature, I suggest perform touchscreen troubleshooting
