if Win+Print Screen does not work, then try Win+Fn+Print Screen.

Did the combination keys work before ?
Have you tried to use the Win+Fn+Print combination to have a check ?Will the other key combinations work ?
To verify whether it is caused by the keyboard ,we can open the onscreen keyboard to have a check .(Search "OnScreen keyboard" directly).
As a work around ,we can try to use the built-in snipping tool (Search "Snipping tool")and pin it to the taskbar (for convenience).

If the problem is the Print Screen functionality itself I would try running ProcMon to see what is happening. Filtering on Path Contains Screenshots might be illuminating. <eg>
If shell:Screenshots doesn't open you would have an explanation too. (Not shell:Pictures? Who knew?) Then if that didn't work, I imagine there would be some failed registry events to be looked at. Compare with a trace of that command working so you don't have to think too hard about what you are seeing. <eg>
