Robin I went through every step. I turned off my Norton Internet Protection. You did not say to turn it back on. THis worried me. I turned it back on before last step, turned it off again, then on after last step. Either way, the issue is not resolved. I still cannot update WIndows and it seems to be creating all manner of problems these days. Gmail now completely messed up. I gave up following destructions for that, when they did not work. NOT HAPPY. I do wonder whether Linux installation may be my next option. Dee

It can be caused by security software, firewall, router, malware, proxy, or ISP problem, etc. Therefore, I suggest you disable security software and firewall temporarily.
