Action Center - Problem Reporting is Turned off

Hello all,

So, first off, I'm running Windows 8.1 Pro, just so you know. Now, I run a routine maintenance on my laptop each week and part of that routine consists of using the "Check for Solutions" function in the Action Center. I've done this every single week I've owned my laptop, without fail. However, when I tried to do it this week, a pop-up bubble opened and said "Problem Reporting is Turned Off," so, when I followed the prompt to change this in the problem reporting settings tab, everything was grayed out and it said "Some Settings are Controlled by Group Policy." This makes absolutely no sense, for multiple reasons. First off, this is a home laptop that is in no way whatsoever connected to a work place. Second, as I mentioned before, I've done this same routine every single week and have never had this issue. I didn't install anything different this week. I've dug through all of my files to see if there was anything suspicious and found nothing. I have multiple security programs running to ensure the safety of my laptop (yes, they're compatible with each other). The only thing that's different about my laptop since the last time I ran "Check for Solutions" is the update Microsoft put out this past week for Windows 8.1. I don't think that's the problem though. I just don't understand why suddenly my laptop is under "group policy," and I can't figure out how to fix it. Any help would be much appreciated.

Keep in mind, the problem is that my laptop is under group policy somehow, and I don't know how to get it out of that.

Would you mind have a share with the screenshot for the view about "Turn messages on or off" under Control Panel\All Control Panel Items\Action Center\Change Action Center settings?

If we are using Windows 8.1 professional, please load GPedit.msc (type this in the Run box), then navigate to:

(Both User configuration and Computer Configuration) Administrative Templates Windows Components Windows Error Reporting.

Then check if there are any policies changed there, the policies are not configured by default.
