Active Directory Users and Computers Tool will not start if run as different user        

Hi

I installed RSAT (Remote Server Administration Tools) in my Windows 8.1 Enterprise Machine and I am trying to use the Active Directory Tools to manage the AD.  

The Problem is when I double click the AD Users and Computers it works well and shows me all the objects of the AD, but when I try to Shift+Click and Run as different user to login with my Domain Admin credentials, I receive an error message saying:  The Service cannot be started, either because it is disabled or because it has no enabled devices associated with it.

What do you think the problem is?
