I suspect you are going to need to do a system refresh but first I would try a system file check to at least find out what the problems are

do you remember if there is any changes before this issue happen?
did you able go to safemode?
do you have any user account at this PC, try to login with another user account, if you don't have try to create using command prompt
net user username password /ADD
example
net user Jane h3rDy4 /ADD
if you are connected to specific domain, try to login without it
check also at Software restriction policies or app locker
Start - run - gpedit.msc - check: Software restriction policies or Applocker

I suggest try first that iCals command
cd /d c:\ icacls * /T /Q /C /RESET
