Administrator has blocked you or this program
I am running windows 8.1. about a month ago I started getting error messages about being blocked by some mysterious administrator and grup policy.I son noticed that I could not download anything or run updates, troubleshooter, system restore or restore. I could touch nothing which required administrator credential.. Everthing is fine on my other computers, I can't even open device manager and update device software.I am blocked from doing anyghing in user accounts. I am dowloadong trpibleshooting tools ad software from microsoft support, but of course I am blocked from opening any tools or software. Can someone please help me

I suspect you are going to need to do a system refresh but first I would try a system file check to at least find out what the problems are

do you remember if there is any changes before this issue happen?

did you able go to safemode?

do you have any user account at this PC, try to login with another user account, if you don't have try to create using command prompt

net user username password /ADD

example

net user Jane h3rDy4 /ADD

if you are connected to specific domain, try to login without it

check also at Software restriction policies or app locker

Start - run - gpedit.msc - check: Software restriction policies or Applocker

Or check this link and applied troubleshooting

I suggest try first that iCals command

cd /d c:\
icacls * /T /Q /C /RESET
