Limited Users or normal users cannot install Activex from any web site only Administrator level can install ActiveX.i face this problem only in Windows 7 but in Windows XP it's work fineso how to allow limited users or normal users to install ActiveX.

Hi, In Windows 7, Users with limited user accounts are unable to download or install ActiveX. Downloading what may seem like harmless programs from the internet could actually put your computer at risk. Limited user accounts prevent this from happening in many ways. Thanks, Novak
