Bug report: IE 11 touch keyboard bouncing in vbulletin forums

When trying to type in a vbulletin v4.20 forum, the touch keyboard will no stay on the screen, it bounces in and out of view. When posting this, the touch keyboard does not appear and you have to use a physical keyboard.

I am using a Surface RT with 8.1
