Can't change the logon or start screen and the account picture
Hello !
I have recently install windows 8 X64 on my laptop and everything was working fini until I decided to change my Account Picture. I can't even click on a setup or whatever that is in the personalize tab. The menu on right is all grey and I can't access anything.
Thanks for your time and help :)

Hi,
Before customize the Lock Screen, Start Screen and Account Picture, please make sure that your Windows 8 is activated.
We can go to Control Panel -> Windows Activation to check that.
If your Windows 8 is not activated, Windows 8 will not let us customize these components.
Hope this helps.

I'm running Windows 8 64bit, and it was successfully activated on 10/26. I cannot change my account picture or the lock screen image. The BROWSE button does not work. Sometimes there is a flash at the bottom of the screen. If the
BROWSE button is disabled even though I am running a legal activated copy of Windows 8, then this is a bug. A really in-your-face frustrating bug. I've been pretty happy with Windows 8, but this kind of thing is a bit sad. If it turns
out to be just me, then I apologize in advance, but I'm guessing I'm not the only one.

I made a Video showing how to change your picture without having to use browse. http://www.youtube.com/watch?v=L8VurP0QkA4
I hope they allow youtube URLs

The registry key referenced in this article only works for Windows 7. It does not work with Windows 8.

This is very weird. Every howto shows pictures and on my Windows 8.1 it is not like this, and on the lock screen customization there is nothing but a header that says Lock Screen. they aren't links like it shows in the pictures:
"Lock Screen Start Screen etc."
It just has a header (ie. text) that says Lock Screen and you can change the lock screen background, but nothing about start screen or anything else. On my Settings in the Charm bar, it doesn't say Personalize, it says Personalization, and that brings up
the standard Windows 7 Personalization prefs where you set the theme etc. nothing about start screen background color.
The other thing is I have no Windows Activation in Control Panel.
This is official Windows 8.1 I bought from the MS online store, activated with the key I got from there, etc.
