Can a USB flash drive encrypted with Bitlocker to go be accessed on Windows Server 2003/2008?
Assuming that bitlocker encryption is not installed on Windows Server 2003 or 2008, will they be able to read the removable drive? Will the Bitlocker To Go Reader application need to be installed?

if you have BTG reader on the USB then it will allow you to read the device on windows 2003 machine. Otherwise you can download BTG reader from http://www.microsoft.com/download/en/details.aspx?displaylang=en&id=24303Manoj Sehgal

So it'll work on both Windows 2003 and 2008 Server?

The BitLocker To Go application should be automatically included when the device was encrypted. You should really only need to install it if you're running something like AppLocker to restrict what applications can be run by end users. Just be aware that you will have READ ONLY access to the drive. To have Read/Write access, you'll need to use the removable device on either Windows 7 or Windows Server 2008 R2 with the BitLocker feature enabled.
