Can admin view a guest account password?
Is there anyway that an administrator can get or view a guest account username and password on Win 7?

There exist 3rd party tools to break passwords by brute force methods, if the password is not very long. Other than that a password cannot be read by an Administrator, but an Administrator can reset the password. Attention - if doing such, this may render encrypted data unaccessible. Admin can not view his own password somewhere without the use of the third party tools to break passwords by brute force methods.

Passwords are stored in hash keys not plain text, it is not possible to reverse these. The use of a password merely changes the inputted plaintext to a hash which is compared to the stored password hash. So no, it is impossible to view a lower user's password. As an admin you can however change passwords.
