Hey Matt,
Have you ever tryed to Re-start `Explorer.exe´ It could be an error that have been loaded while starting up.
This is how you could re-start `Explorer.exe´.
1# Go to task manager by right clicking on the `superbar´ and hitting `Task manager´.
2# Click on Process and search for something called: `explorer.exe´ that is from Windows Microsoft.
WARNING: Do not end `iexplore.exe´ because that is not the same like `explorer.exe´.
3# Right-click on `explorer.exe´ and hit `Open containing location´.
4# Afther it have been opened, you can end process: `explorer.exe´ by right clicking on `explorer.exe´.
Warning: Keep you folder opened.
5# Now you will see that your superbar and your desktop items are gone, now click on `explorer.exe´ again with the folder.
If this still did not worked, tell me and I will search another way in doing this.
Answer me this question if it did not work.
Question: How many USB ports are used in your computer?
Question 2: Is your computer a Laptop or a Computer-system?
No problem for helping you,

Hi Matt,
Regarding your problem, I would like to propose the following suggestions:
1.
Switch to another USB port for mouse connection.
2.
Clean Boot your system to test if the issue is caused by any third party software.
3.
Boot in Safe Mode to verify if the issue is caused by device driver.
4.
Go to Event Viewer and see if any error is logged.
Best Regards
