For unknown reason, I can launch Control Panel only from Explorer, but not from Start Window or menu.

Error says about problem while sending command to the program :(

Evidently there is something wrong in the registry.

How to fix it?

Probably, there is something wrong with the system files.

Try to run the System File Checker tool for troubleshooting.

Start --> Run and type cmd and press the Enter button.

Type sfc /scannow and press the Enter button.
