Having a issue for certain users when trying to logon to a Windows 8 device (tried multiple devices) user logs on, screen then goes black, cursor is visible, there is a long delay (approx 3 mins) and then the tiles screen appears.

At first, I thought this was to do with Roaming profiles or Group policies being applied. I have changed the user's profile to local and denied all policies applying for the user. Same issue, first logon is normal, any subsequent logon you see the issue.

I then tried to uninstall apps that I thought may be affecting it, for e.g. Anti Virus, same issue.

Cleared event logs and logged back in.
