     Reason         :             CPU resources are over-utilised.
Diagnosis     :             A sharp degradation in Desktop Window Manager responsiveness was observed.

This report has me puzzled on a Windows 8.1 computer on a good specification computer. Please make suggestions for investigating this issue.

Hi,

Did you make any changes on the computer before the issue happen?

Please install the WPT

http://social.technet.microsoft.com/wiki/contents/articles/4847.install-the-windows-performance-toolkit-wpt.aspx

Then, open a cmd prompt with admin rights and run this command for 30s:

xperf -on latency -stackwalk profile -buffersize 1024 -MaxFile 256 -FileMode Circular && timeout -1 && xperf -d cpuusage.etl

Press any key to stop logging. Then upload the file after zipped to the SkyDrive or similar network drive, and post a shared link here for further research.

Also, please check the following location to see if the Dump file exists.

C:\Windows\Minidump

If it exists, please upload the dump files so that we can help you analyze them.
