Do I need to buy a certificate or a product key in order to sideload a LOB Metro app?

Thanks, Lately I've become very aware of the dates of these articles since Microsoft can't decide which way they want to go and blogs and articles often time have incorrect information about what procedures I need to do with windows 8.1. I guess it's time for Windows 8.2 ???
