E9-1-1 Validation against MSAG

We are implementing E9-1-1 over Sip trunks. The SIP Trunk Provider is CenturyLink and the PS-ALI is Intrado.  I have populated the LIS with over sixty addresses and wish to validate them using the steps below.

STEP 1:   Set the Verification Provider
Set-CsLisServiceProvider -ServiceProviderName Provider1 -ValidationServiceUrl <URL provided by provider> -CertFileName <location of certificate provided by provider> -Password $pwd   STEP 2 :  Validate against the PS-ALI database and update Status
Get-CsLisCivicAddress | Test-CsLisCivicAddress -UpdateValidationStatus   STEP 3 :  Publish for Lync
Publish-CSLISConfiguration

Unfortunately, Intrado says they cannot provide the service/information that I need in step 1. How would I go about validating before I publish?

Hi,Troy,

Per my knowledge,you can only validate the addresses with the emergency services provider,if no validate service url provided by provider there is no way to validate the LIS unfortunately.

Hi Sharon,

Thanks for the response. I kind of suspected that. Can you answer some other questions that come to mind now?

1) Can I publish the CSLISConfiguration with the MSAGValid field being False?

2) Will the location information be populated on a 911 call when the MSAGValid field is False?

3) If no, can you brute force the MSAGValid field to True, either through powershell or Lync management console?

Hi Troy,

In order to provide MSAG capability with the LIS there will need to be Lync Emergency Calling Services purchased.  Intrado is one of the partners that does this and it is not part of their regular PS-ALI offering.  You can see the partner list at this link.  http://technet.microsoft.com/en-US/lync/fp179863#tab=2  In any case to use this full service you will need service from one of them and a separate SIP trunk for emergency calls. 

To answer your questions:

1 - yes

2 - yes

3 - no and the idea of doing so is not a good one

That said:

a - if you have the correct service contract you shouldn't need to do this

b - there is no reason to worry about locations being validated if you are trying to route them down the regular CenturyLink trunk as they won't be able to do anything with it anyway.  Any other questions let me know.
