Forced to manually power down because of the following messages received on consecutive days
First MessageWindows Application Error. The application failed to initialize properly (0Xc0000017). Click on OK to terminate the applicationSecond MessageError. "Unable to launch restart.exe".Any idea what these two messages would indicate?1 person needs an answerI do too

restart.exe could be either a legitimate process or a trojan, depends where its located and what the properties of the file are

FWIW, 0xc0000017 would seem to be STATUS_NO_MEMORY - "{Not Enough Quota}" - "Not enough virtual memory or paging file quota is available to complete the specified operation."Perhaps, check what programs are consuming excessive amounts of memory, and verify virtual memory / page file settings.If you're concerned about restart.exe, search your system for the file and consider uploading it to e.g. virustotal.com, to see what a variety of AV software considers the file to be.

Thanks for the responseI also just today received the following message when trying to access the internet via microsoft windows explorer.....0x0000017, ie, the same message as above but without the "c" in it. Any idea what this message indicates? I contacted Dell recently and they scanned for viruses but didn't find anything, or at least that's what they reported to me. They mentioned that I may need to reinstall Windows? If I need to reinstall windows can the "average" person do this on their own?

If you boot into Safe Mode - restart the PC, as soon as it starts to pwr on hit F8 several times or untill it beeps, in the eventually offered screen select safe with networking. See how the PC now performs.

Hi Ted,The error message for the Application can point to many reasons. One of them that the app is damaged or corrupted, badly written application or you have a third party toolbar that causing the explorer shell to crash! Does your machine get overheated? Hello -So this "0x0000017" message is not very easy to diagnose? Is it related purely to getting on the internet? Any other specific things I can do about this? IE, would you advise calling support directly (I know there is a fee for this)?Thanks.....Ted
