Group Policy denied access
I am trying to install software onto a pc and get the following error:
The system Administrator has set policies to prevent this installation
I am logged into the administrator account (only account on the pc). This pc had a virus that corrupted all the .exe files rundll32 etc. I had to go through manually because the symantec was not up to date from 2008. I still see instances of the rundll32 trying to run the virus files I removed. I am trying to install malwarebyte superantispyware, and then the new updated symantec that would have kept this from even happening. I did get the hijackthis to load and I have very few even in the log anymore, but there is 3 that are viruses that won't remove. I can't post the log because this Group policy has locked everything from saving. But it allows me to delete.
I want to just wipe the pc clear, but I don't have a free XP license, except the OEM one on the box. The HP restore cd requires a HP Restore Plus, which HP does not send out with the PCs anymore, but when I put in the OS cd it tells me to take it out and load a HP Restore Plus cd first. I now have two other pcs infected with this same virus and its causing me problems. I have many computers to fix and this one keep infecting all my other pcs. I have had to format my phone twice for transfering files and my usb flash once.
I just got off the phone with two techs, tier 1 and a tier 2 from Microsoft that could not help. They stated to to reinstall XP, but its impossible to use an upgrade CD to install an OEM license and I don't care to go out and purchase a 200 dollar cd to use my already purchased OEM licenses. Any help would be greatly appreciated to get this solved. I might just start loading all these pcs with the same product key as my only solution, but its the only option Microsoft and HP has left for me.1 person needs an answerI do too

You must do a clean install of Windows. You can see if RestoreDisks.com has the HP Restore Plus CD you need. I've had good results ordering recovery discs from them for clients. You haven't already purchased XP as you seem to think; you got the HP license and that's it. And as you very well know it's one license per machine with Microsoft operating systems. Either bite the bullet and purchase XP (Amazon and NewEgg are still selling it, I believe) or run one of the free Linux distros on that box. I understand that this isn't what you wanted to hear, but there is no other magic solution.
In the meantime you need to keep the computer disconnected from the Local Area Network until you get some operating system installed on it. You will not be able to disinfect this extremely infected machine and only a clean install of some operating system will make the computer useful again.
