How do I add a pop up menu in the toolbar in Windows 7?

I was trying to find a way to have one of these quick launch icons to be a folder and pop out whatever program shortcuts that a person will use in there. For example, I will go to my toolbar area and when it is moused over, it will show the program shortcuts in the folder. I looked at this post http://social.technet.microsoft.com/Forums/en/w7itproui/thread/10174a49-08ba-474b-86bc-1fd18f6d2c84, but I didn't see it look like a folder as Outlook or a browser would be. There is a folder already on there that goes to the libraries folder and when I pin a "Programs" folder to the toolbar, it becomes a pinned item within that folder instead of having its own place on my toolbar. I need to learn how to word these requests better. Essentially, I would like to place program shortcuts into a folder and when I select it, it goes to a folder with the program shortcuts in it, but would predominately like it to pop up on mouse over with the applications that are in the folder.
