The tab might be missing because your computer is part of a domain.

Yes, the tab won't be available if your machine is part of a domain (see http://windows.microsoft.com/en-US/windows-vista/Set-the-clock for details). However, you can configure a client computer for automatic domain time synchronization as described in the following article: http://technet.microsoft.com/en-us/library/cc758905(WS.10).aspx Hope this helps.
