How to allow user installation of certain app?
In previous versions of Windows OS, if the user is not part of the local/domain administrator group, he/she can't install anything. I like to know if in Windows 7, as an Administrator, can I assign certain applications/programs that a regular user without
local/domain admin right can update or install?

Actually yes, if you publish this application through Group Policy. If you can publish the aplication via Group Policy, the appliction appear in Add Remove Programs or in Start Menu. When pubblishing the aplication, you can set that Windows Installer would
execute with Administrative Rights, even if the user is a regular user.

So another word, it's not windows 7 but the group policy from DC? I have read something about this but that's so not convenient since it relies on the DC and group policy, assuming the application is even capable of being published.

Exactly. It's not 7, XP or Vista. Its Group Policy, or another way of publising, like SCCM. If you don't want to publish like this, you must study the case in each App. There is apps, that do not need library registration or privileged access, they
use only files in user profile or registrys in HKEY_CURRENT_USER. Any user is able to install this app. Others, you can enable the installation if you know where to allow the user to edit the registry or write files in some places. But you need to study the
application.
Good Luck,
