IRQ conflicts in windows 8.1 w/Intel Z87 chipset

I recently built an unlocked 4770K processor on a gigabyte Z87X motherboard with an Intel chipset.  I have 4 devices sharing IRQ 16.  My wireless network card, my sound( from the motherboard), 1 of the PCI root hubs, and my wireless keyboard & mouse.  My keyboard and mouse just freeze when an event happens that involves IRQ 16.  I am trying to figure out how I can switch the IRQ assignments.  There are plenty off available free IRQ's. Isn't this chipset is supposed to avoid these problems; why is it causing them..  Isn't there an interrupt controller that can assign different addresses, or better still, does anyone know how I can program these devices to use different IRQ's.

P.S.  

Two of the devices also use the same memory addresses..

Maybe check with Intel also.  No new BIOS updates though..
