Icons are on the wrong screen

I recently had to reinstall Win 8.1 on my home computer.  I normally use 2 screens, sometimes 3.  Since the resinstall, Windows correctly identifies each screen, and the correct screen is marked as default.  But all of my desktop icons are on a different screen.  The time/date, quick launch icons, and startup are all in the right (default) screen.

I had autoarrange turned on when this started.  I have tried turning it off, and that made no difference.  Neither did turning it back on.

Which settings would impact the location of icons on the desktop?  Are you referring to the context menu settings or the properties?

Thanks for the suggestion, but no, I have not tried this software.  I hesitate to install new software to resolve this issue before I exhaust all possibilities within Windows itself.  UltraMon does a lot more than what I need, and may not solve the problem, so I would like to find other solutions first if I can.
