Ever time I go to my security center, it says that is off and I need to turn it on. When I click the button to turn it on it say security center service can't be started. What do I do?

I wouldn't even know what to do or how to do it. I just got this laptop 2 months ago. I don't know ant thing about computers when it comes to the technical stuff. If you can, Please explain it to me. I'd really appreciate it.
