Important message at taskbar (Action center)

Hi,
First, please disable all Security Software and Firewall to check the result. If the issue persists, let's start the service manually.
Check Security Center service
----------------------------------------
1. Click Start, type Services.msc in Start Search bar, and then press Enter.
2. In the right pane, double-click Security Center.
3. In the Startup type list, click Automatic, click Apply, click Start, and then click OK.
4. Restart the computer.
If any error message is received, please let me know what exactly it is.
