based on the title this link for Windows Server 2012 R2 and Windows 8.1
you just need to make sure the Guest OS for both Windows Server and Windows client meet the requirement

You cannot install Hyper-V Server 2008 R2 on Windows 8.1 (it sounds like that is what you are trying to do).
You can install Server 2008 R2 in a VM. Attaching the ISO to the VM and booting should work just fine - or download an evaluation VHD and then attach the evaluation VHD to your VM and boot.

Don't "copy" an ISO to a CD. You need to use a special program to make the ISO work correctly.
All you really need to do is mount the ISO directly to the VM through the Hyper-V console, and you can install directly off the ISO. Go to the settings of the VM and under Image File, browse and select your ISO.
Start the VM and it will boot directly from the ISO.
