Keyboard layout problem
I have 3 languages installed. English, Russian and Ukrainian. Ukrainian, when installed had 2 layouts - normal and Enhanced. When both are installed and language is switched to Ukrainian, there's a small keyboard near it, where I can change layout from
Normal to Enhanced. I need only Enhanced. So I deleted the normal one.
Everything was fine, until recently, when I was typing something in Ukrainian and noticed that it's Normal layout instead of Enhanced. I looked into system tray, and found out that there's Normal Layout installed again. I tried to delete it, but it's not
in the list of installed layouts of Ukrainian language.
Then, I installed Enhanced on my own, and deleted it again - this workaround worked for me, and I got rid of Normal layout.
But right now I have the same exact problem.
Is there a normal way to fix this, so that I won't get this Normal layout installed on it's own over and over again?

I have a Cyrllic keyboard and it works fine natively. I simply hook it up and use it immediately. Its recognized as Cyrillic as its USB. Keyboards for most languages are easy to find these days.
My MVP is for Windows XP, Vista and Windows 7 IT, and I am getting increasingly good with Visual Studio.

I actually don't understand what are you talking about....
My hardware is Logitech MX 5500. It has both English and Cyrillic letters on it... Maybe we're talking about different things here. I have no problem with hardware, keyboard itself..

Then get some software from Logitech, my keyboard does not have english on it, only Russian, got it in Moscow

What does this have to do with my keyboard at all?
This is Windows bug. How does my hardware affect available layouts installed in Windows? Have you looked into the screenshot? There are two layouts of Ukrainian in system tray, but only 1 in Installed Services.
