The only change I made was before the upgrade to 8.1 and that was to disable the Lock Screen in Windows 8. I have done this before when I have reinstall Windows and there has never been a problem. I have reinstalled Windows 8 before several times with no problem and always do it in the same manner. After installing Windows 8 I then install all other software then I upgrade to 8.1. I have done quite a few times without any problem until 5 days ago. I have gone through the routine of reinstalling Windows 8 then Downloading and installing 8.1 before installing any software but this makes no difference.
I wouldn't know what I was look for in the Event viewer. I opened it and didn't know where to start, as I have never had to use it in the past.
If it is any help the Group Policy Editor opens then a error box titled administration Templates with the message.

Please take the following steps to fix this issue:
1. Visit the following link and download the Administrative Templates (.admx) for Windows 8.1 Update and Windows Server 2012 R2 Update

2. Install the msi and replace the folder C:\Windows\PolicyDefinitions
with the folder PolicyDefinitions created by Windows8.1-Update-ADMX.msi.
3. Please backup the folder C:\Windows\PolicyDefinitions before the replacement.

I ran into this same issue with a fresh install of Windows 2012 Server R2 Standard.
I installed http://www.microsoft.com/en-hk/download/details.aspx?id=43413 and this still did not correct the issue.
Hi Fangzhou, I run into the same issue on several Windows 2012 R2 machines. I already replace the C:\windows\PolicyDefinitions\inetres.admx with the one from the download you mentioned. However this did not help. The error message pops up in the GPMC-report and in the editor.
Do I have to replace the whole bunch of policies?

I logon as domain administrator(it is my new DC)
- rename the folder "c:\windows\PolicyDefinitions" to "c:\windows\PolicyDefinitions_20141117"
- copy folder "C:\Program Files (x86)\Microsoft Group Policy\Windows8.1-Update\PolicyDefinitions" to "c:\windows"
- reboot
works now
Note: the first time, I try to replace all files in "c:\windows\PolicyDefinitions" but it doesn't work, it said not enough permission to overwrite files

This worked as I encountered exact same error message on Server 2012 R2 DCs after semi-recent updates.
I had to completely remove/rename PolicyDefinitions and copy the new PolicyDefinitions into c:\windows. I don't know if a reboot was needed but I did it anyway.

I got this error again on fresh installed Windows Server 2012 R2 and patched up to November-CU (build 7.9.9600.17415) machines. Please fix your update packages.
It affects the local gpedit.msc as well as the gpmc on DCs or when the Grouppolicy Management console is installed with RSAT.
It's kinda annoying since copying the admx files requieres a of owner and permissions on the policy-folder...
