I have two nics (network cards) and I want the local user to be able to have full access to one while no access to the 2nd nic.
How can I achieve this?

Thanks for taking time to read my post and reply.
So I have two nics in a machine and the machine is used on two different networks. On one network the user needs control of nic but no internet connection ( lab network ) and second nic is connected to the internet.
The idea is that the lab user with full control of nic cant change settings on second nic and connect lab to the internet.
I hope this explanation is understanding enough.
