Hello,
Did you make any BitLocker Drive Encryption or any 3rd party encryption for this external hard drive?
How do you cannot access them? Thanks and Regards

Hi,
What error message is received when you accessed the external hard drive? Is the drive recognized from Device Manager? How is the hard drive connected? If using USB
connection, try another USB port to check the result.
If the device cannot be recognized from the computer, I suggest updating the BIOS, chipset and device drivers from the manufacture's site.
If the device cannot be accessed with "access denied", I suggest you enable built-in administrator, boot in Safe Mode and take the ownership of the drive.
1.Right-click the drive that you want to take ownership of, and then click
Properties.
2.Click the
Security tab, click Advanced, and then click the
Owner tab.
3.Click Edit. If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
4.Click the name of the person you want to give ownership to.
5.If you want that person to be the owner of files and subfolders in this folder, select
the Replace owner on subcontainers and objects check box.
6.Click OK.
If you used the Bitlocker to Go on the drive, you could use Recovery key file to decrypt it.
Best Regards,
