could anybody tell me, which update added the "Give Feedback" Icon (main console, bottom right) to the Lync 2013 Client console?
and can it be disabled / deleted?

I think the option was only available in the Preview version. I am using the Feb 2015 CU and I don't see that option anymore. Nor do I remember seeing the option for a long time now. However, I do see a "Give Feedback" option under Help in the Menu bar.

Would you please tell us why you want to disable the feedback function? It is a good way to give feedback of the issue or suggestion for Lync desktop client.
Base on my understanding, there is no method to disable the feedback smiley button on Lync 2013 desktop client naturally.
