Which service are you talking about ? Its something specific ?
can you try a clean boot and check once ?

The first thing I would suggest is that you verify the integrity of core system files with DISM /Online /Cleanup-Image /RestoreHealth. Following verification of the system files, I would next check the Event Logs in Event Viewer for more information about what service cannot be contacted.

1. Click the start button
2. Type "cmd.exe"
3. Select it and then "ctrl - shift - enter" to allow elevation request (administrator)
4. Type in - "netsh winsock reset" press enter (without quotes)
5. Then Restart your computer
After restarting your computer, should you still get the error message, try disabling your firewall and restart again. If your connection works, replace the firewall software.
I agree with Bruce. If that does not work then we will need a little bit more info.
Also, I understand you get this message but are you having any issues overall with windows?
