In environment of Lync Server 2010 deployment, you can disassociate Monitoring and Archiving with Lync Server pool in topology builder and deploy a new Monitoring or Archiving, then associate them with Lync Server pool.

My requirement is to move the monitoring server completely with its database to a different /new hardware.

You can move Lync Monitoring Server and database separately by the links provided in the previous replies.
