Hi,
Did you change the password recently?
Based on my research, the CCleaner mightbe cause this issue. Did you use it to reset your Windows live password?
If no, please try to turn on automatic sign in for a local user account or microsoft account:
1. Press the WIN + R to open the Run dialog box, type netplwiz or control userpassword2, then press Enter.
2. If prompted by UAC, then Click/tap on Yes.
3. Check the Users must enter a user name and password to use this computer box.
4. Select the User Name of the Microsoft account that you want to have Windows 8 log on to automatically at startup.
5. Uncheck the Users must enter a user name and password to use this computer box, and click/tap on OK.
6. Enter the password of the selected Microsoft account twice, and click/tap on OK.
If the issue still persists, please try to refresh the Windows 8.1 for test.

I don't think this is the answer Sam was looking for...I'm having a similar (or same) issue.
Running Windows 8.1 Pro and my machine is domain joined. I also have my live.com account added to the machine and every week a notice will show up in the Action Center for me to type in my live.com password. Which I do. Then it seems to be fine for a week until it asks the next time.
