Hi,
According to the error message, that seems something block the behavior to run netsh wfp command. Or
it is probably due to a permissions issue for the nshwfp.dll file which contains the string for the error you're getting.
I suggest to reset the security setting back to default:
http://support.microsoft.com/kb/313222
1 Click the
Start orb.
2 Under
Start Search, type cmd, and then press enter.
3 Type the following command, and then press enter:
secedit /configure /cfg %windir%\inf\defltbase.inf /db defltbase.sdb /verbose
Its for vista but still apply for Windows 7.
If the issue persists, you can also try to temporary disable UAC, or create another administrator account and login for test.
Hope that helps.

Hi,
After checking the log file, most error is error 5 access denied.
Does your PC in a domain workaround or homework workaround? I suspect you do not have the permission to perform this command.
Try to create another administrator and disable UAC for test. Or logon with Safe Mode to see if the same issue occurs.

Sorry, I was out of town. I was told that Trusted Installer, does not seem to own the nshwfp.dll file. I even restored the computer to the factory settings, but TrustedInstaller is not the owner of the nshwfp.dll. Would this be causing this problem?

Hi,
That could be the reason.
Nshwfp.dll should add TrustedInstaller group. Try to add it for test.

Hi,
On the security tab of nshwfp.dll, click Edit---Add---type
NT SERVICE\TrustedInstaller
and click OK

Hi,
The Permission of nshwfp.dll should include these users:
1 System
2 Administrators
3 Users
4 TrustedInstaller
Thus you need to add trustedinstaller to that permission.
If the issue persists, you can try to perform an in-place upgrade to fix system issue:

Sorry for the late reply. The inplace upgrade failed. I just started a new thread
here. Was not sure if I could help here in this part of the forum for installation problems.
