Hi trmbon0327 The issue can occur if third-party programs such as anti-virus software conflict with Welcome Center. I suggest performing a Clean Boot to troubleshoot the issue. How to perform Clean Boot: 1. Click Start, type MSCONFIG in the Search Bar and Press Enter to start the System Configuration Utility. Please click Continue if the "User Account Control" window pops up. 2. Click the Services tab, check the "Hide All Microsoft Services" box and click Disable All (if it is not gray). 3. Click the Startup tab, click Disable All and click OK. 4. Restart the computer and test the issue. ==> Clean Boot is a troubleshooting step. If some programs have been disabled during the troubleshooting, we can enable them later. If there appears System Configuration Utility , check the box of "Don't show this message" and then click OK. Whats the result? If you would like to disable Welcome Center, you can try the following method: 1. Click Start, type Regedit and press Enter. 2. Navigate through HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run. 3. Right click on WindowsWelcomeCenter and select Delete. Restart the computer and test the result. Does it work? The Oobefldr.dll is located in C:\Windows\System32. If not here, browse the Windows 7 DVD.Carey Frisch

Hi, If you cannot find the oobefldr.dll file in Windows 7 RC Installation DVD, you may also try to run System File Checker. If all of the above suggestions cannot fix the issue, you may perform an In-Place upgrade to repair the system. In-place Upgrade ============ 1. Start the computer. 2. Insert the Windows 7 DVD in the computer's DVD drive. 3. Use one of the following procedures, as appropriate: a. If Windows automatically detects the DVD, the Install now screen appears. Click Install now. b. If Windows does not automatically detect the DVD, follow these steps: b1. Click Start, click Run, type Drive:\setup.exe, and then click OK. Note Drive is the drive letter of the computer's DVD drive. b2. Click Install now. 4. When you reach the Which type of installation to you want? screen, click Upgrade to upgrade the current operating system to Windows 7. Good luck!Arthur Li - MSFT

hi does anyone think that they could put a copy of the dll on rapidshare of megaupload or something because none of this is working except the upgrade option but i cant do that i have programs that are non-transferable i tried the same thing on another computer under the same circumstances and it ruined the program any changes that the program detects and it will refuse to read the provided xml library for security reasons... so an standard copy of it uploaded would be greatly appreciated thank you...

Since Windows 7 RTM has been released, Windows 7 RC download link has been removed. We cannot download the Windows 7 RC ISO file and copy the oobefldr.dll file out for you. If you cannot find another person who use Windows 7 RC, the above suggestions are the best ways to get the oobefldr.dll file. In addition, you may consider to purchase and install the final version Windows 7. Good luck! Arthur Li - MSFT
