let me perhaps rephrase my question:

Am I reading Technet correctly - PCNS is not yet supported on Windows Server 2012 R2?

Actually, it seems FIM 2010 R2 SP1 (and all its components) is supported as far as Windows Server 2012.

Not Windows Server 2012 R2.
