Peripherals still powered even when PC is off

A day or two ago I updated from Windows 8 Pro to Windows 8.1 Pro

I've noticed since then that when I 'Shut Down' windows my peripherals (mouse, keyboard) are still receiving power and will continue to do so until I restart the power supply. 

I feel like this is using unneeded power and would like to know why the backlight on my keyboard stays lit or why my speakers still turn on while the PC is off. I never had this problem with Windows 8 or any earlier OS and was wondering why it's doing this with 8.1.

may I know your PC model, keyboard, mouse and speaker?

please explain more regarding speaker still turn on (build in speaker?)

I don't think this is OS issue, I suspect your PC is not shutdown properly

try to turn off or unplug the power socket to test

Since you upgrade your OS I suggest update all the driver and do clean boot to isolate application which maybe still running background

PC is custom built, GTX 780, AMD FX-8350, 16gb of ram, etc; all drivers are up to date.

The keyboard is a Razer BlackWidow Ultimate, the mouse is a Razer Naga 2014, and the speakers are Logitech S150.

I assume it's the OS because the problem has risen in the past few days and that is the only thing that has changed.
