We have users at the Power User level that need to change modems. At this time I get the box for my admin credentials. they have to use mutiple modems as one modem will not work with all the legacy systems. Is there some kind of policy or some way to let non admins change modems in Vista?

Just to build on the previous answer, the PowerUsers in Windows Vista have the same security privilages as a Standard User. The PowerUsers group was included in Vista for backwards compatibility only.
