Prevent users from accessing the Control Panel but allow Administrators
Hello,
I've enabled the option in Group Policy to "Prohibit access to the Control Panel" however I would still like Administrators to be able to access at least the .cpl files. Is this possible?

Hi, when you enable prohibit access to the control panel, all user can’t access control panel including administrator. It’s hard to realize only administrator
can access control panel by setting group policy or change registry.
But I know a tool form Microsoft called “Windows SteadyState”, this tool can prevent
common user accessing Control Panel. It usually used in public pc. You can set many restrictions for user. You can download it from:

Check the Control Panel settings under the Administrative Templates
under User Configuration (See Image below).

Microsoft® didn’t plan to make any Windows® SteadyState for
the new operating system (OS), Windows® 7. In the beta version
of Windows® 7 Microsoft® included a feature called Guest Mode
which was supposed to work as Windows® SteadyState. However,
the removed it in the RTM.
