Problems with opening programs in control panel, window opens that says c:\window\system32\rundll32.exe can't be found pops up.

I was trying to remove some old programs and went to add and remove programs in the contol panel window and as i clicked on it that window opened for that icon and many others but not all. I could open fonts and some others but i've tried all my fixes ,registry repair and such with no results just looking for some help Thanks
