I receive the following error: "The procedure entry point SetDllDirectory could not be located in the dynamic link library KERNEL32.dll" is received when I attempt to download IE8. How can I download IE8 so I can access the internet? Any insights would be appreciated - thanks!

I am getting the procedure entry point SetDllDirectoryW could not be located in the dynamic link library KERNEL32.dll. This happens when I try to open IE. I have tried to run with NO ADD ONS as well and get the same error. I am not trying to install anything and and from that PC it will not let me access the intenet at all. Any suggestions what I can do?
