Remote Desktop sometimes sends multiple keystrokes?
On my primary Windows 7 Enterprise x64 machine connecting to several other machines (OS range from WinXP to Server 2003 to other Win7 machines), keystrokes are sometimes duplicated on the remote machine.
If I use a different computer to connect, the multiple keystrokes do not occur.
If I use a different keyboard, the multiple keystrokes continue.
I tried using a scancode monitoring program, which suggests the remote terminal is receiving duplicate scan codes:

The speed at which I type has no impact.
I am completely stumped. Anyone have any ideas?

Just curious...do all the computers you've tried, even the one where the issue in question is occuring, have the same Keyboard Language and layout?

Yes.
There are two machines I routinely RD into (Server03, XPx86); I've connected to these machines from several sources and the only one with problems is my W7x64 desktop. Neither of the W7x86 notebooks has the same problem; I just tested from another
XPx86 machine and it didn't have any problems either.
All systems are running Shell and control version 6.1.7600.

No, just via mstsc.exe.
The Shell and Control version referenced above are form the "About Remote Desktop Connection" dialog box.

Hi,
Thanks for posting in Microsoft TechNet forums.
I suspect the RDP packs repeated the keystrokes together over the connection, please follow the steps to set the Filter Keys.
1. Click Start – Control Panel – Ease of Access - Ease of Access Center – Change how your keyboard works
2. Under “Make it easier to type”, check Turn on Filter Keys.
3. Click Set up Filter Keys, check Turn on Filter Keys Ignore or slow down brief or repeated keystrokes and adjust keyboard repeat rates.
4. Click Set up Repeat Keys and Slow Keys, check Slow down keyboard repeat rates.
5. “How long should the computer wait before accepting subsequent repeated keystrokes”, set it to 0.3 seconds.
6. Click Apply - OK
Now check if it works.

Thank you for the suggestion, but this does not solve my problem. Not only does Filter Keys make typing locally unbearably slow locally (I am a very fast typist), it does not solve the intermittent duplicate keystrokes on the remote terminal.
With Filter Keys enabled, typing into a notepad on the remote terminal results in:
helllo world
tthe qquick bbroown foox jumps over thhe lazy dog..
You'll note that:
not every key stroke is repeated the repeated keystrokes are not limited to specific characters there is no discernible pattern in what key is repeated and what key is not

I tried enabling filter keys on the remote terminal and it seems to mask the problem well enough such that I can actually work again without having to copy-paste all text input. Keyboard navigation is, of course, out of the question with a 0.3 second
delay in repeat rates.
So at least I'm functional again; thank you for that.
This does not, however, solve the problem as the remote terminals do not have the repeating key problem with any other computer I use to connect to them, and their Accessibility Options are all identical to those on my primary computer.
Also, windows hotkeys are still duplicated on both the remote and local terminals (e.g., Win-R opens the Run dialog on both remote and local machines).
I suspect the root of the problem is still something on my primary desktop.
Edit: amusing side effect: I have Win-I bound to launch a browser window. Windows shortcut keys are executing both locally and on the remote terminal. Since the shortcut key also launches locally, it changes the focus off the remote terminal
window to the local window.
The remote terminal continues to spawn browser windows until it regains focus, far faster than the 0.3 second delay on Filter Keys should allow.

How easily can you reproduce this issue, i.e. how many characters do you have to type in at any given point of time before the problem reproduces?
Based on the information you provided it is unlikely to be Keyboard problem. However did you notice duplicate scan codes on the local machine?
Do you notice the same issue if you use the "On-Screen Keyboard"
we had a similar issue sometime back with Vista:
978829 The CTRL and ALT keys in a Terminal Service session get stuck when you unlock a local computer
938080 Some later keystrokes are interpreted as part of the previous keyboard shortcut in the Terminal Services session of a Remote Desktop window on a Windows Vista-based computer
Try installing the latest hotfix for the DLLs mentioned in the above KBs
Article ID: 983533 The pop-up windows are hidden and the TS RemoteApp application stops responding in Windows Vista, in Windows 7, in Windows Server 2008, and in Windows Server 2008 R2
The above hotfix also contains files in
Article ID: 2029558 The keys that you type and any mouse movement do not work on the VM when you access the VM in Internet Explorer 8 by using the Terminal Services ActiveX control in Windows 7 or in Windows Server 2008 R2

I can type anywhere from 0-20 characters before the problem reappears; it is very easy to reproduce. I just opened a notepad on the remote terminal (after disabling filterkeys) and got:

The OSK does not exhibit the same behaviour.
If I type very slowly on the local keyboard the problem is a bit better, but still present:

I have not yet deployed W7SP1 on my primary machine yet; I'll do that later this weekend and see if that helps at all.
As you noted, the referenced KBs apply to Vista OS, which none of my computers run.
The behaviour is strange because it is not a stuck modifier key (Ctrl/Alt/Win), rather a randomly repeating key. To wit:

Have we completely eliminated hardware as the source of the problem in this issue?
Is it possible to connect a different NIC ?, either USB, or PCI if it is a desktop, disable whatever onboard NIC that you have and see if the problem clears itself up? Maybe the issue isn't with Windows itself, but maybe a network driver??

Installing SP1 did not solve the problem. Attempting to apply the hotfix you referenced returns the error:
"The update is not applicable to your computer."
The hotfix Fix319230 was downloaded from http://support.microsoft.com/hotfix/KBHotfix.aspx?kbnum=983533&kbln=en-us (Windows 7/WindowsServer 2008 R2
x64).

it can be the lag in connection that leads to multiple keystrokes,
open mstsc> in Experience >> try different settings from >> choose your connection speed to optimize performance

Does the issue repro in safemode with networking?
or when we do a cleanboot using msconfig?
Do you have any shell extensions installed, if so try disabling shell extensions using shellexview.

The RD connection is set to LAN.
The issue does not occur in safemode. Curiouser and curiouser. I will dissect startup items and see if anything triggers it.

Turning off Fraps.exe did the trick. I also tried installing their latest update (dated 3/9/11), and all symptoms of the problem seem to have gone away, even with the new version of Fraps (3.3.2) running.
