we have FOPE and Exchange 2013 environment, few users are complaining of SPAM almost on daily basis, they received like 60, 70 SPAM email, I have thoroughly checked headers of those SPAMS emails , almost every sender is blacklisted domain, not others users are getting those SPAMS,

• Why user is getting SPAM from blacklisted domains
• Why every SPAM email has SCL -1
• Why our organization defines that sender (that is blacklisted) as allow sender (none of those senders are in allow list )

all of those emails have options of unsubscribing, and I have been unsubcrbing those emails from almost a week but still there is no improvement, my question is

is this due to user has subscribed those emails some time and  now he is getting those emails, and reason SCL -1 is because these are subscribe emails and edge cant block these emails. I am looking for a expert opinion on this.
