I have installed TMG and configure it as my requirements. i have enabled "safe search" after configuring rule i have checked 

Google images and bing. safe search rule is not blocking adult Contents.

It's must be needed to update "safe patterns" which TMG adds to a search string.

You may need to edit it. As safesearch templates may have been changed, you can find those patterns by playing with search engines.
